In November, 2007, the rate payers voted overwhelmingly to consolidate Annapolis Water District and Karcher Creek Sewer District to form West Sound Utility District. The water and sewer district have served the Port Orchard community since the 1940’s and West Sound Utility District has assumed that responsibility.

Karcher Creek Sewer District was originally named Kitsap County Sewer District #5 and it was formed after World War II when it assumed responsibility for the sewer system in the War Housing that was located in East Port Orchard.

Annapolis Water District was formed in 1942 and also concentrated on properties served by the World War II housing water system. Today, West Sound Utility District is a modern water and sewer special purpose district and is governed by RCW 57.02.
