INVITATION FOR BIDS


Sealed bids will be received by West Sound Utility District (“District”) at the District office located
at 2924 SE Lund Avenue, Port Orchard, Washington, 98366, until 2:00 P.M. on Thursday,
April 2, 2026 for the Olney Avenue Sewer Replacement project.


The scope of work consists of installing approximately 1,750 linear feet of 18-inch high-density
polyethylene (HDPE) dimension ratio (DR) 17 gravity sewer main and 8-inch HDPE DR 17
gravity sewer main using pipe bursting to replace existing 15-inch concrete pipe along Olney
Avenue SE, in the approximate reference area of SE Horstman Road and approximately 400
feet north of East Illinois Street, and replacing existing 6-inch concrete pipe along East Illinois
Street. The Work will also consist of installing approximately 865 linear feet of 18-inch polyvinyl
chloride (PVC) and 8-inch PVC gravity sewer main using open trench construction methods,
345 linear feet of 6-inch side sewers, 13 manholes, 15 cleanouts, and general restoration. The
Work will be split into two (2) Schedules with Schedule A including the Work within the City of
Port Orchard’s jurisdiction and Schedule B including the Work within Kitsap County’s
jurisdiction.


All Work shall be physically complete within 100 working days after receiving the Notice to
Proceed. All bidding and construction shall be performed in compliance with the Contract and
Drawings for this Project and any addenda issued thereto.


Free-of-charge access to project bid documents (Drawings, Specifications, Addenda, and
Bidders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to
www.bxwa.com and clicking on "Posted Projects", "Public Works", "West Sound Utility District",
and "Projects Bidding". This online plan room provides Bidders with fully usable online
documents with the ability to: download, view, print, order full/partial plan sets from numerous
reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders
"Register" to receive automatic e-mail notification of future addenda and to place themselves on
the "Self-Registered Bidders List". Bidders that do not register will not be automatically notified
of addenda and will need to periodically check the on-line plan room for addenda issued on this

laws. Access to project documents is intended for use by bidders (general contractors/prime
bidders, subcontractors and suppliers), agency personnel and agency's consultants, as well as
for personal, noncommercial, use by the public. You may display or print the content available
for these uses only. "Harvesting" (downloading, copying, and transmitting) of any project
information and/or project documents for purposes of reselling and/or redistributing information
by any other party is not allowed by BXWA.


The bids will be publicly opened and read aloud shortly after the time and date stated above.
Bids are to be submitted only on the forms provided with the Bid Documents. Bids received after
such time and date will not be considered. No Bidder may withdraw a bid after the deadline for
the submittal of bids. Bids properly received will be publicly opened and read at the District
office following the deadline for the submission of bids. Bids shall be submitted in accordance
with the Contract Documents. Bids shall constitute offers to the District which shall be binding
for 30 days from the date of bid opening.

required to submit all questions in writing and all questions must be submitted by 1:00 P.M.
local time on Thursday, March 26, 2026. No oral responses to questions by District personnel
about the bid will be binding on the District.


Bid Security: All bids must be accompanied by a certified check or bank cashier’s check, surety
bond, or postal money order payable to West Sound Utility District in an amount not less than
five percent (5%) of the total bid amount.


Rejection of Bids: The District reserves the right to reject any bid, any portion of any bid and/or
to reject all bids. The District further reserves the right, but without obligation, to waive
incomplete, informalities, irregularities, or nonresponsive.
