INVITATION TO BID
West Sound Utility District (District), herein referred to as the Owner, requires the cleanout and redevelopment of Well 19 by a qualified, Washington licensed and bonded drilling or pump contractor (Contractor). Well 19 is a 10-inch-diameter well located at 3100 SE Marybeth LN, Port Orchard, Washington 98366, in South Kitsap Regional Park. The well was drilled and constructed in 1992 and is now located within a vault that is approximately 4 feet wide by 5 feet Long and 6 feet in depth (see attached pictures). Well 19 is completed with a 6-inch-diameter screen assembly from 331 to 386 feet below ground surface (bgs). Per the well construction diagram, the screen assembly consists of: 5 feet of 6-inch-diameter tailpipe (386 to 381 feet bgs); 25 feet of 6-inch-diameter, pipe-size, 30-slot, stainless-steel screen (381 to 356 feet bgs); 10 feet of 6-inch-diameter blank casing (356 to 346 feet bgs); 5 feet of 6-inch-diameter, pipe-size, 30-slot, stainless-steel pressure relief screen; and 10 feet of 6-inch-diameter blank riser casing. A filter pack of 10-20 Colorado Silica sand is installed around the production screens and up between the 10-inch-diameter casing and screen assembly to provide a filter-pack reserve. Prior video surveys observed approximately 10 feet of sediment accumulation in the bottom the lower portion of the 6-inch-diameter screen assembly. The static water level in Well 19 was 191 feet bgs on July 23, 2025, and the specific capacity was 0.92 gallons per minute (gpm) per foot of drawdown at pumping rate 90 gpm. The water well report, well construction diagram and pumping system installation details are attached. The May 2024 downhole well video inspection can be provided upon request.
Sealed bids will be received by West Sound Utility District (“District”) until 9:30 a.m. on Monday, OCTOBER 6th, 2025 at the office of West Sound Utility District located at 2924 SE Lund Avenue, Port Orchard, Washington, 98366. Bids received after such time and date will not be considered. No Bidder may withdraw a Bid after the deadline for the submittal of bids. Bids properly received will be publicly opened and read at the District Offices following the deadline for the submission of bids. Bids shall be submitted in accordance with the Contract Documents. Bids shall constitute offers to the District which shall be binding for thirty (30) days from the date of bid opening.
The District reserves theright to reject any bid, any portion of any bid and/or to reject all bids. The District further reserves the right, but without obligation, to waive informalities and irregularities. No bid will be considered unlessaccompaniedby a bid guaranty (certified or cashier's check, surety bond, or postal moneyorder)payable to West Sound Utility District in an amount not less than five percent (5%) of the Bid.

The District reservesthe rightto awardto thelowest responsive, responsible bidder as it best serves the interests of the District. The Bidder to whom the Contract is awarded shall execute and return the Contract to the District within fifteen (15) calendar days from the date the Notice of Award is mailed to the Bidder. In case of failure of the Bidder to execute the Contract, the Bidder shall be in default, the Bid Bond shall be forfeited to the District and the District shall have the right to award the Contract to the next lowest responsive, responsible Bidder.
