Powell Booster Pump Station
Sealed Bids for the construction of the West Sound Utility District Powell Booster Pump Station project will be received by the West Sound Utility District, 2924 SE Lund Avenue, Port Orchard, WA 98366 until 1:00 p.m. local time on November 27, 2024, at which time the bids will be publicly opened and read.
This project consists of the following:

Demolition of the existing booster pump station, salvage of SCADA and other components.

Construction of a new Pump Station building on WSUD property, located at 1899 Jackson Avenue SE, including pumps, motors, piping, meters, valves, and associated HVAC and electrical.

Site clearing and grubbing, excavation, removal and disposal of existing AC pipe, installation of new DI water main, valving, utility drain pipe installation, site grading, paving, and restoration, water connections, and related miscellaneous items.

Construction of new 10-inch, 8-inch, 6-inch, and 4-inch water mains with open cut trench installation, HMA pavement patching, landscape and lawn restoration, irrigation system repair, curb removal and replacement, sundry utility adjustments, and other related miscellaneous items.
All work performed on this project will be subject to state prevailing wage rates. All Contractors must be licensed in the State of Washington to conduct business. West Sound Utility District is an Equal Opportunity and Affirmative Action Employer. This project is partially funded through the Washington State Public Works Board program with state funds.
A non-mandatory pre-bid conference will be held at the West Sound Utility District offices located at 2924 SE Lund Avenue, Port Orchard WA at 11:00 a.m. local time on October 22, 2024, followed by a project site visit. Bidders visiting the Site are required to arrange their own transportation to the Site; and each Bidder visiting the Site is responsible for providing and using its own personal protective equipment appropriate for the Site and conditions, and in accordance with posted requirements, if any. [At minimum, each visitor to the Site should have an appropriate hardhat, steel-toed boots, eye and hearing protection (other than ordinary eyewear), and a high-visibility reflective safety vest]. Representatives of Owner and Engineer will be present to discuss the Project.

This on-line plan room provides Bidders with fully usable online
documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders "Register" in order to receive automatic email notification of future addenda and to place themselves on the "Self-Registered Bidders List." Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. Bidders are required to submit a question in writing. All questions must be submitted by 1:00 p.m. local time on November 21, 2024. No oral responses to questions by District personnel about the bid will be binding on the District
All proposals must be submitted on the forms furnished in the specifications and must be accompanied by a certified check, cashier’s check, or surety bond payable to the West Sound Utility District, in the amount of not less than five percent (5%) of the amount of each bid, and no bid shall be considered unless accompanied by such bid proposal deposit. Should the successful bidder fail to enter into such contract within the time specified stated in the specifications the bid proposal deposit shall be forfeited to the West Sound Utility District.
West Sound Utility District reserves the right to reject any bid, any portion of any bid and/or to reject all bids. The District further reserves the right, but without obligation, to waive informalities and irregularities or to accept that bid which appears to serve the best interests of the District.
